Azerbaijan has maintained a well-balanced and multi-dimensional approach toward Ukraine, firmly rooted in principles of international law and respect for state sovereignty. Despite regional geopolitical complexities, Baku has consistently demonstrated support for Ukraine’s territorial integrity while providing significant assistance across multiple domains.

As of July 2025, Azerbaijan’s total aid to Ukraine has reached an impressive $42 million, encompassing various sectors. This comprehensive support package includes essential medical supplies, food, clothing, 134 transformers, 70 generators, and over 2 million meters of power cables, crucial for rebuilding Ukraine’s damaged civilian infrastructure.

Energy and Infrastructure Support

The energy assistance, coordinated through SOCAR, has been vital in maintaining critical services, particularly ensuring uninterrupted operations of hospitals and childcare facilities. Azerbaijan was among the first nations to extend humanitarian aid to Ukraine in early 2022, maintaining regular deliveries since then, including targeted fuel shipments for emergency vehicles.

Diplomatic Relations and Regional Dynamics

The relationship between Azerbaijan and Russia has experienced significant strain, marking a potential shift in regional alignments. With Russia’s attention divided by the Ukraine conflict, Azerbaijan has become more assertive in challenging Moscow’s traditional dominance, while actively pursuing stronger alliances with Turkey and Israel.

Rehabilitation and Recovery Efforts

According to data presented at the Rome Conference on Ukraine’s Recovery in July 2025, 330 Ukrainian children have received medical and psychosocial rehabilitation in Azerbaijan – double the number from the previous year. These programs provide both physical treatment and psychological support through extended stays in specialized facilities.
